You have a signed lease, two pages of pay stubs and a scanned ID, and the landlord wants "one PDF, please." The quickest fix most people find is a free online merger: drag the files in, wait for the upload, download the result. It works — but every one of those documents just traveled to a stranger's server.
For a recipe or a flyer, that hardly matters. For contracts, tax forms, medical records, bank statements or anything with your signature and address on it, it is a risk you don't need to take. This guide shows you how to merge PDFs entirely inside your browser, so the files never leave your phone or computer, and how to check that for yourself in under a minute.
Why uploading PDFs is the weak point
When you upload a file to a typical online PDF tool, three things happen that you can't see or control:
- The file is copied to their server. It may sit in storage, in backups or in logs for minutes, hours or longer. A privacy policy that says files are "deleted after one hour" is a promise, not something you can verify.
- It crosses the network. Even over HTTPS, your document now exists in more places than before — on the service's infrastructure and with any processor they use.
- It is linked to you. Your IP address, browser details and, if you have an account, your email can be tied to the document you uploaded.
None of this means every online tool is careless. It means the safest copy of a sensitive document is the one that never leaves your device in the first place.
How merging works when nothing is uploaded
Modern browsers are powerful enough to read and write PDF files on their own. A "client-side" tool sends you a small program — the web page itself — and that program does all the work on your machine. Your PDFs are read from your disk into the page, combined in memory and handed back to you as a download. No file content is sent anywhere.
NoUpload's Merge PDF tool works exactly this way. It uses pdf-lib, an open-source PDF library, running locally in your browser. Because the processing happens on your device:
- there is no upload wait, even for large files;
- there is no account and no watermark;
- it keeps working offline once the page has loaded.
Step-by-step: merge PDFs privately
This works the same in Chrome, Edge, Firefox and Safari, on desktop and on mobile.
- Open the tool. Go to lunibyte.com/noupload/merge-pdf.html.
- Add your files. Drop two or more PDFs into the box, or click (tap on mobile) to choose them. You can add files in several rounds — they are added to the list each time.
- Put them in order. Each file appears as a numbered row. Use the ↑ and ↓ buttons to move a file up or down, and ✕ to remove one you added by mistake. The final document follows this order exactly.
- Merge. Click Merge PDFs. The button becomes active as soon as there are at least two files.
- Save the result. Your browser downloads
merged.pdf. Rename it to something meaningful, likelease-application-2026.pdf.
Every page from every file is copied as-is, so text stays selectable, links keep working and nothing is re-compressed.
On iPhone and iPad
Open the page in Safari, tap the box and choose Browse to pick PDFs from the Files app (iCloud Drive, On My iPhone or a connected service). When the merge finishes, Safari shows a download arrow in the address bar; tap it to open the file, then use the Share button to save it to Files or send it on.
On Android
Open the page in Chrome, tap the box and pick your PDFs from Files or Downloads. The merged PDF lands in your Downloads folder.
How to prove nothing was uploaded
You don't have to take our word for it. On a computer:
- Open the Merge PDF page.
- Open your browser's developer tools — press F12, or right-click the page and choose Inspect — and select the Network tab.
- Click the clear button (🚫) so the list is empty.
- Add your PDFs and click Merge PDFs.
Watch the list while the merge runs. You will see no request carrying your document — no large POST, no upload of any kind. Everything the page needs (its scripts and the PDF library) is served from lunibyte.com itself when the page first loads, and nothing goes to third-party servers.
For an even simpler test: load the page, turn off Wi-Fi or switch on airplane mode, then merge. It still works, because there is nothing to send.
When people usually need this
Merging is one of those tasks that comes up at the worst possible moment: a rental or mortgage application that wants every document in one file, an HR portal with a single upload slot, an insurance claim that needs receipts and forms together, a school or visa form that asks for "all supporting documents as one PDF." Those are exactly the files you least want sitting on a stranger's server — which is why doing it locally is worth the habit.
Tips for a clean merged PDF
- Check page order before merging. Rearranging files takes one tap; fixing a 40-page PDF afterwards takes much longer. If you need to reorder individual pages (not whole files), use Organize PDF on the merged result.
- Fix sideways scans afterwards. If a scanned page comes out rotated, run the merged file through Rotate PDF.
- Too big to email? Most email services cap attachments at around 20–25 MB. If the merged file is larger, see our guide to compressing a PDF without uploading it.
- Password-protected files need to be unlocked first. NoUpload can't open a PDF it doesn't have the password for — which is exactly what you want from encryption.
Frequently asked questions
Is there a file size or file count limit? There is no fixed limit. The only constraint is your device's memory: dozens of files and a few hundred megabytes merge comfortably on a typical laptop, and phones handle everyday documents easily.
Does the merged PDF have a watermark? Never. The output contains only your pages, in the order you chose.
Will the quality change? No. Pages are copied, not re-rendered, so text, images and links stay exactly as they were.
Can I merge photos or scans that aren't PDFs yet? Yes, in two steps: turn the images into a PDF with JPG to PDF, then add that PDF to the merge alongside your other files.
Does it work offline? Yes. Once the page has loaded, you can disconnect from the internet and keep merging.
How many times can I use it? Your first 3 uses of any NoUpload tool are included — no signup, no watermark. After that, NoUpload Pro unlocks unlimited use of every tool. Your files stay on your device either way.
